What is CITES Permit?
Almost any bird, other than a parakeet( Melopsittacus undulatus ), Peach-faced Lovebird (Agapornis roseicollis /spp ) or Cockatiel ( Nymphicus hollandicus ), will need an import CITES (the Convention on International Trade in Endangered Species of Wild Fauna andFlora) permit or WBCA (Wild Bird Conservation Act) permit from US Fish and Wildlife Service.

First lookup your birds scientific name with a google search – then you can check here to see if your bird is a listed species – Species+ (speciesplus.net)
Unless your bird is a USA-origin returning bird it MUST arrive to JFK or MIA for a mandatory 30 day federal Quarantine.
**some species listed are exempt from US permit – see ease reference https://www.ecfr.gov/current/title-50/section-15.33 for the list of species that are exempt.
This is issued after the export CITES is issued in the country of departure. US Fish and Wildlife (USFW) will take 3-6 months to issue a CITES in the USA. Birds must have been in the country of export at least 12 months, and proof of address will be required. THERE IS NO EXPEDITED PROCESS.
- Individuals who have acquired a pet bird outside of the United States may be able to import a maximum of two pet birds per person, per year, if all import permit issuance criteria are met including proper documentation that they have resided outside the U.S. for 12 consecutive months prior to the submission of permit application. Documentation can be in the form of a utility bill.
- Obtain documented evidence that each bird was acquired legally.
- We will arrange for USDA to collect the bird from the plane, and USFW to inspect and validate the CITES permits (they keep the originals). Upon arrival at JFK, USDA will collect the bird from the plane, transfer the bird to the USDA office, and do their inspection and paperwork. We will meet USFW at the USDA office for their inspection and validation of the CITES.
- We arrange for the plane to be fumigated in the cargo area. This is a US requirement for all birds for the prevention and spread of HPAI.
- For quarantine at JFK, the USDA will generally take them to the bird quarantine in Newburgh, NY, and will bring them back to the USDA office in 30 days.**** For Miami our bonded broker will provide transport to the facility.
If needed, we can collect and forward to a final destination after the quarantine period
Typically, we at Airborne Animals ask you to hire an export agent in your country of origin as you will be in the same time zone, and easier to communicate in real time. We can handle the entire move, if you prefer.
